The Guiding Principles
Kentucky Valley Special Education Cooperative will:
 

  1. Function as an accessible resource to member districts, with timely responses to requests for technical assistance or information related to low incidence populations, legal issues, and other concerns.
  2. Act as a liaison with Kentucky Department of Education - Division of Exceptional Children Services when needed to assist member districts.
  3. Provide opportunities for networking and sharing among member districts on topics and issues related to provision of quality educational services for children and youth with disabilities.
  4. Provide a safe, nurturing environment for Directors of Special Education to build their professional skills, develop trusting relationships with others in the field, and assist one another in working toward a healthy balance between professional and personal life.
  5. Assist member districts in keeping up to date with the legal requirements of special education, assuring appropriate documentation related to service provision, and combining efforts related to revision of local policies and procedures and due process forms.
  6. Assist member districts with developing the knowledge base, practice and experience needed to implement best practices in the planning and provision of instruction for students.
  7. Make concerted efforts to involve all special educators, assistants, related service providers, school psychologists, administrators, regular educators and parents in the ongoing exchange of information, networking and support.

Membership
Fifteen (15) local school districts comprise the membership of Kentucky Valley Special Education Cooperative (KVSEC). The board of directors which is the decision making body of the cooperative, is comprised of member districts’ superintendents or their designees. The governing board adopts policies and procedures related to organizational structure and function, operation, administration and supervision, use of funds, reporting, and annual application and program evaluation.
